Assemble the Enchiladas: Lay out the tortillas. Add a spoonful of beef mixture and cheddar cheese to each one, then roll tightly.
Arrange in Baking Dish: Roll up and place in a greased baking dish seam-side down. For the enchilada sauce: Pour over filled pans evenly.
Add Cheese Topping: Top with fresh mozzarella and the other 1/2 cup of cheddar cheese.
Bake and Serve: Wrap in foil and bake for 20 minutes at 375°F (190°C) Uncover the foil and bake 5 more minutes until cheese is bubbly. Garnish with cilantro before serving.
