Melt the Butter: Melt the butter in a medium saucepan over medium heat until beginning to foam.
Sauté the Garlic: Stir in minced garlic and cook until fragrant, 1 to 2 minutes, being careful not to burn the garlic.
Pour in the Cream: Carefully add the heavy cream and stir until everything is mixed well. Simmer gently and cover for 3–4 minutes.
Add the Cheese: Lower the heat to low and add the grated parmesan. Stir until completely melted and smooth.
Season and Serve: Season with salt, pepper and spice if desired. Serve or store in an airtight container.
